Karen Bell
Ground Services Manager
City of Memphis

With a cup running over with Optimism and the heart-felt desire to bring positive change in every neighborhood, I serve as the Manager in the Division of Public Works-Neighborhood Improvement-Grounds Services in the great city of Memphis, Tennessee. Noticeable and sustainable improvement in every City of Memphis neighborhood is my daily mantra.

For eight years, I worked for the Internal Revenue Service at the Memphis and Atlanta Service Centers. I began my public service career in 1997 with the Office of Planning & Development where the team was tasked with the redevelopment of the former U. S. Military Memphis Defense Depot (4,000,000 square feet of leasable warehouse space). The goals to redevelop, facilitate substantial structural and landscape improvements on the 632-acre site and place the Memphis Depot on the City’s tax roll as a viable industrial leasing facility was successfully completed well-ahead of the scheduled 15-year business plan.

Currently, as the Grounds Services Manager, my responsibilities include grass cutting management of approximately 9,900 privately-owned, vacant parcels within City boundaries. Management of this process includes a team of co-workers and approximately 100 grass cutting crews. With strategic planning and implementation, Grounds Services has increased the number of vacant property inspections and cutting services from 7,000 to over 45,000.
