Ralph Perrey
Executive Director, Tennessee Housing Development Agency


Ralph Perrey is the Executive Director of the Tennessee Housing Development Agency. He assumed his position in November 2012 following nine years’ service on THDA’s Board of Directors.

His tenure as THDA’s Executive Director has seen the agency revamp its mortgage products and down payment assistance program, establish the Housing CONNECT Team to interact with partners across the state, and launch the Rebuild & Recover program to help small communities hit by natural disasters. THDA has also been given responsibility for administering two additional federal programs – Weatherization and Energy Assistance.

Barely one year after taking office Perrey was elected by his peers to the board of directors of the National Council of State Housing Agencies. In 2014, he was elected Secretary/Treasurer, becoming the first Tennessean to serve on NCSHA’s Executive Committee.

Before joining THDA Perrey worked at Fannie Mae for 13 years. Prior to that, he served on the senior staff of Tennessee Governor Don Sundquist, handling a variety of policy and communication roles. He has also served as a Congressional staffer in Washington DC, and as a broadcast journalist.

Perrey is a Summa Cum Laude graduate of Frostburg State University in Maryland, where he captained the cross country team and won the college’s John Allison Outstanding Senior Award.

He and his wife, Julie, have been married for over 30 years and are the parents of daughters Kathryn, 25, and Kirsten, 21.
